No, Jessica Drew Spider-Woman is not Peter's cousin. In fact, before Marvel started hardcore pushing her to be involved with Peter since 2014's Spider-Verse, she had nothing to do with Spider-Man at all. Peter literally says as much in the 1st couple issues of New Avengers.
