    You can GREATLY increase the force you apply with Vise-Grips by welding a ~3" or 4" piece of 3/8" diameter round bar to the adjustment knob to make a T-handle. You can spin that handle with a gloved finger much more easily than the standard small knurled knob and apply far more force than you could by squeezing the handles.. It's an old welder trick for clamping work. You can cut the bar with a cutting disk, or just buy a suitable steel bolt. I leave the bolt heads on to use as a spinner with my palm. BTW it doesn't hurt to lube your screw threads now and then. Anti-seize or grease, and not much of it, goes a long way.
    I'm not a firefighter, I'm a welder and mechanic. Try it out.

    One question, would you need 2 tools for the double hung window? I saw that you could gap the one side and separate the window and the lock, but would the other side need gaped simultaneously?

      Is the implication that I'm doing this while tanked up? The answer is, I don't pull locks on most working fires.....with the exception of glass storefront doors with Adams-Rite Locks which are quickly pulled and manipulated without needing a light.
      If youre asking about an N95 in Covid times, I'll put that on after the door is unlocked.
