Hello, the ice cannot reach the compressor due to the return of the evaporator, it is a sign that the gas is reaching it in a liquid state and the compressor is not feeling well at all.

im not sure if having the plated copper pipe in your water while its getting chilled is safe because the chemicals in the metal can leech out into the water

Je pense que l'emplacement du ventilateur n'est vraiment pas bon car l'air qui vas souffler sur le condenseur sera chaud á cause du moteur le mieux et de le placer derriere le condenseur l'air souffler sera plus frais sur le condenseur et le moteur avec , autre remarque le givre ne dois pas arriver jusqu'a l'entree du compresseur ça sera fatal pour lui dans ce cas il faut soit augmenter la langueut du serpentin de l'evaporateur ,soit choisir une section plus petite du capilaire ou diminuer la quantité du gaz frigorigéne .

The refrigerant level should be reduced by bleeding the system gradually through service pipe/valve
