Officer safety is a joke of an excuse to order people around who haven't even been accused of a crime. They just want to establish that they have power over you. If they want to abuse the excuse of officer safety then we should be as unhelpful as legally possible.

Officer policy is to identify. So if someone acting in the capacity of an officer fails to identify, going directly against policy, any reasonable person may assume they are not who they identify as, and are most likely a criminal not acting in good faith, and should be handled accordingly. Your safety is your responsibility.
In CA, you don't have to show ID unless you're under arrest. You don't need to show ID for a consensual conversation or even if you're legally detained.
"I just want to be sure you're safe, so give me your papers please." "We got a call and somebody said that somebody was uncooperative." Is, "uncooperative" a misdemeanor or a felony? "Take your hands out of your pockets, sit, stay." "I'm not going to argue with you" but they never shut up.

Reasonable suspicion of a crime is one thing but reasonable suspicion that this person committed a crime is an entirely different matter. A crime may have been committed but they need to be able to say who committed that crime. Hearsay doesn't establish either.
The "lady" should have been weeded out before she ever got in Cadet school. She must be a family member of the chief.
