The manner with which he describes the minimum requirement for both AC and pump is too non-technical. He said minimum 4 batteries and 12 pv cells with atleast 3.5-5kva inverter. The 4 batteries he's referring to i believe should be 48v (12v ×4) can still be 2 batteries with 24v capacity each and of course wired in series. Same thing too for the pv cell. 12 pv cells would produce 4200W at 350W each. A higher rated pv cell at 525W would only require 8 to produce combined 4200. You need a high capacity pv cell for your system so your batteries can charge faster within the daylight period (~6hrs depending on the season) Again he may not have taken into account on the tolerance of the system and the capacity of the AC or pump to be used.
