Yes you are. At the age of 14 you are allowed to drink (not sure if under supervision by parents or not) just not to buy alcohol. With 16 you are allowed to buy non distilled alcoholic drinks such as beer an wine by yourself, while once you're 18 everything goes. Also you propably know yourself that really nobody abides to those rules and at least in the rural areas, pretty much everyone drinks at 14, some even trying it before. Not that I neccesarily endorse it but it's still part of the culture
