If you made a drone submarine with all solid parts and no internal air spaces, then it could go to the bottom without much issue.

Put a 180° turn on the deep end with a wide cone attached... the pressure from above the cone may push the water down on it forcing water up the pipe. Add in some water turbines and it could produce allot of energy. Try this yourself before you downright reject what I'm saying. I've done this in a pool but had a smaller pipe inside a larger air filled pipe with some weights used to submerge it. It works and with a 180° turn at the top, it produces flowing water constantly but I'm wondering if you just use a single pipe that cannot be crushed, if that would work as well.
Keep water in the pipe and the only outer material (thickness of the steel) could easily withstand the pressure. As soon as you remove the water to air it would just collapse
Worth noting that if we further developed liquid breathing it's entirely possible we could maintain humans significantly further down into the ocean to construct and maintain things.
