I always thought that a pair of these would have been the ultimate rebel HQ. One could have been used as a mobile manufacturing plant, producing X-wing and other Starfighters, with the other being used as the command center, and a training facility for it’s troops. Parkthem at a safe location off the rim of the galaxy, such as where we see the fleet at the end of the Empire Strikes Back, and then use their large supply of GR75s to buy up needed materials and supplies, and have them rendezvous with larger freighters, to transfer their cargo, so only a few ships knew the location of the HQ, that way the crews of the several dozen GR75s couldn’t give the location away if they were caught. In fact, legit commercial haulers could have often been used for non military supplies, as those purchases wouldn’t raise any eyebrows.
I’d guess a Possible upgrade to a Resurgent Lucrehulk would be that it uses both a Central Control Computer to augment it’s command of it’s forces while having it’s droids be able to continue to function independently in case someone destroyed the ship? basically if the battle of naboo had it’s army of droids continue to fight the gungan army leaving no prisoners as a Mutually Assured Destruction protocol.

Noticably the design appears to have been inspired by the Great Harbour of Carthage.
