Tulip is super strong for any decks that play psychic pokemon and or energy so it will certainly be played over Klara in decks like gardevoir and lost box. However, Iono is so strong due to the ability that allows you to do things to disrupt your opponents while allowing you to catch up when behind. Especially when playing against decks like lost box as they are likely to get ahead in the prize trade while building a super large hand. Marnie and judge have been staples for so long because of this so when Iono came into the picture, after Marnie rotated out of the format, it was almost a sigh of relief as it gave players a new comeback mechanic outside of Roxanne while allowing you to disrupt lost box and gardevoir turn after turn. Iono allows us to have such a wide range of decks now in the meta rn that actually have a shot at taking any title in any events moving forward. Tulip is super strong, don't get me wrong as I don't disagree with you there but saying it's stronger than or even making it comparable to Iono (N/Marnie) isn't something I would ever say to be a fact as the 2 cards are so far apart, in terms of power, that it isn't even close. That being said, I do feel like in decks like Gholdengo ex, Gardevoir ex or in some cases lost box, where you draw so many cards throughout the game that cards like Tulip, Klara or Worker would be a better fit over Iono as you don't want to get rid of the massive hand you already build up just to disrupt your opponents as well as allowing you to get back all the resources you lost along the way. And allowing Gholdengo to have up to 8 "add 4 energy cards to your hand" (4 Tulip & 4 superior energy retrieval) will be super powerful, allowing the pimp daddy himself to ohko anything in the format back to back to back.
