You're right- while many are samples a few of them (closer/over my head, shape of you/no scrubs) were situations where they made the song without sampling or consulting the original artist and then later added on the original artists as co writers once it was discovered how similar it was to avoid lawsuits. But it is true that many popular songs contain (legal) samples

If not, people would be sued and we'd all hear about it, trust me. Everything here is legal lmao on the Ed Sheeran song for example (Shape Of You) that song was actually produced by the same producers from the TLC song: they sampled themselves. It's not "stealing", it's just something that's been going on in this industry for a very long time
