Yeah, there is so much more going on in that image (especially when you know the context of the song) but regardless, - we assume he's looking at a flag, but we don't see the whole flag. The flag is way bigger than him. We don't see his face. The red, white and blue are actually on him, he's wearing it, made up of simple worn out clothes. So to me, what it means is a man looking at America, trying to understand what it means to him, when he is actually it himself.
