Los Angeles born and raised, Coulter Jacobs works for the Department of Water and Power by day and creates in his San Pedro studio by night. His art is jammed full of American traditional tattoo images through Picasso-tinted glasses, & New York School abstract influence. Growing up in a generation and blue-collar work environment that doesn't encourage vulnerability, Jacobs steps out as the odd ball, celebrating sensitivity and creative expression.

When his studio burned down he could/should have applied to the major Emergency Artists Relief Fund. There are a few and they're fairly straightforward/quick to apply to. Usually for up to $5000 for professional artists experiencing unforeseen emergencies (like your studio burning down) and certain health issues...
Someone who knows him personally, help him apply for one of the Artists Emergency Relief Grants.

I think it's not really about the supplies he uses anyway but how he uses them
If it leaves a mark, use it to make art
Tons of hair gel, but no paint? He has a good sense of color and deserves better paints. I never found liquitex paint to be very good but to each his own.
