That wish would have continued forever, meaning the thief would never, ever get caught for what he did and therefore would never get captured/jailed either.

So the thief stole a wish-granting buckle, wishing to never get caught, and now what? It's not like he gets to make another wish with it.
I didn't take the thief's wish that way. I didn't hear that he'd never get caught, but rather that he wouldn't get caught stealing the buckle. Seemed more like a one off to me.
