Yep. This has been a normal thing in Japan for decades. Like Escalades here in the U.S., these luxury minivans are often used by Japan's government officials. They're considered the limousines of Japan.
A minivan does everything a suburban SUV does but better, more space, more comfort, more practical, sliding doors ideal for cramped parking spaces or garages, why would anyone choose an SUV over a minivan? I suppose its cultural, in the US the minivan has the stigma of being a "soccer mom" ride, its inherent domesticity means that any man driving one feels simbolically castrated, and boy they are missing out. If you want or need a real SUV, you can't go wrong with a Land Cruiser or an Isuzu MU-X though.
If you are a diehard fan of japanese mecha such Gundam, optimus prime of transformer , or Darth Vader of Starwars, you will understand the Lexus late grill design. Checkout the late toyota Alphard face! Not a soccer-mom van look.

So, do you not like the Kia Carnival? Of the current crop of minivans sold in the U.S., IMO it's the best looking, with the Chrysler Pacifica a close second.
I do believe that minivans CAN look great. Look at the new Sedona and Sienna! They look pretty good even for non-van standards! Letting designers go crazy goofy and stuff is also good and like you said, we need more unique-looking vehicles. Not everything has to be pretty, just let designers have fun and go all out. Also I cant help but think; why has no one made a boxy off-road-ish design for a van. Vans are awkward and boxy, just make it even more boxy. Make it look like a miniature school bus!
