      Never.
      Police will never punish people for this because they LOVE IT. It gives them automatic RAS, and thus makes it easier for them to claim qualified immunity when they abuse the person they received the call about. "We got a report of a crime" are the most beautiful words a cop seeking the protection of qualified immunity can utter because he KNOWS that whatever he does next will be protected, so long as he can tie it back to that alleged crime he was investigating. Cops LOVE false reports because the fact that they were acting in good faith on a false report report PROTECTS THEM FROM LIABILITY. And that's why they never go after the people who make the false reports. They WANT those false reports to keep coming in. The more the merrier. Every false report gives them an opportunity to go out and abuse people with no accountability.

      ​@ajm5007 the Supreme Court has already ruled that a call alone does not rise to the level of RAS. So you're just wrong about that. But even if it did it doesn't automatically grant qualified immunity. If a cop roughs up a person they can still be sued for excessive force.

      That sounds like a great use of tax dollars. Should police investigate all people who call 911 for the accuracy of their calls, or just those who anger you in particular by calling on Jeff? Is there a risk of such legislation having a chilling effect on concerned citizens who may hesitate to report real crimes due to the fear of potential prosecution if they don’t get all the details correct? What is the threshold for prosecution? Should they be imprisoned if they get a detail wrong, like the color of shirt he’s wearing…or if they misquote his sign? To just say if they misrepresent what he’s doing, it won’t be enforceable. There has to be specific guidelines. And is there any concern for a caller who may have only caught a glimpse of a possible crime taking place calling in good faith but possibly not relaying the most accurate recollection? There’s been much research that indicates that eye witness accounts are grossly inaccurate in most cases. Should any consideration be taken into account when prosecuting these horrific crimes? Would there be any utility in passing legislation that required police officers to relay accurate accounts of the events taking place in an encounter with citizens resulting in arrest when the officers explain the circumstances of the arrest to their supervisors? Given as many creative accounts as I’ve seen given to supervisors regarding justification for officers’ conduct, uses of force, and arrests affected, I feel like if theres a need for legislation involving the accuracy of reporting, and the integrity of the reporting party, this should should at leas be an amendment to any bills introduced governing the use of 911 by citizens.

      All great points. Almost everything has two sides, simply put. But isn't that what investigation is all about? When the authorities learn a person is not violating any statues then they should immediately leave that person alone and if the find out people are reporting in a foul manner then they should be correct as well. After all fair is fair and every law never addresses every situation, generally.

If a caller (not anonymous) can accurately give a good description of a person, where they are, and describe behavior that is unlawful that might be enough for a detention. This is especially true if there are multiple witnesses. The cops probably could have detained Jeff in this situation. The problem of course is that the callers were lying and aren't going to face any consequences.

      Eyewitness testimony is actually PROVEN to be the least reliable evidence. Scary when you really think about it. Look at how many "murderers and rapists" have been released due to exonerated via DNA evidence but were convicted due to eyewitness testimony. Even scarier...how many more innocent people are still incarcerated or were put to death.

      Dispatchers are poorly trained civilians with a direction from on high NOT to try to exercise discretion or try to educate the $$$ paying citizens.
      The patrol has the discretion but usually have poor law knowledge so they rarely exercise discretion either!
      Names, ID, paperwork..... to prove the Police person is doing the job....

      @@JohnSmith-yv6eq A dispatcher's JOB is to answer the phone, try to get the caller's information as clear and concise as possible, and then relay that call content accurately to the responding cop(s).
      It is NOT their job to judge the truth of a call, or explain the law to the caller.
      Attacking the dispatcher is barking at the fox's footprints while the coop is being raided on the other side of the yard.

      As a 911 dispatcher myself, we can’t do much when someone says he’s standing in traffic or acting dangerous, we have to make a call up for dispatch.
      But when they call and say he’s just standing there with a sign I would definitely tell them that it’s not a crime and Police ain’t coming.
      But dispatchers are trained differently everywhere.

      Been saying that forever. There is a reason the ACTUAL law doesn't use "calls" as probable cause....it's complete hearsay...if the cop doesn't see it himself....it isn't admissable. Only the cops (who make up their own laws and fake statutes think 911 calls give them probable cause.

      The 911 dispatch operator's job in this case is not to agree or disagree with the callers, it's just to take statement given to them and pass the information on to the officer. Agreeing with them that he shouldn't be there is just feeding the trolls.

      1) There was nothing here to "keep the caller calm and quiet" about. There was no emergency and there were no laws broken.
      2) Dispatchers don't need to agree/disagree; that's not their job. They're supposed to ask questions, gather the requisite information, and feed it to the appropriate source. If the situation warrants (not this incident, though), they can also provide instructions (e.g., emergency first aid, flee/hide, etc.) IMHO, they should also inform people when that which reported is obviously NOT a crime.

      It made me unreasonably happy to know the sheriff that got called, rolls up and immediately goes "I support you and what you do". That's the officer we want/need to be in charge.     Unfortunately, in NY the local counties protect the 911 calls and are not made available to the public.

      Dispatchers have strict rules to follow. They take calls, clarify information from the caller, and relay that information to the cop(s).
      That is it. They are NOT supposed to argue with callers. Even when the callers are obviously being liars and morons.

      To be fair, when someone calls police dispatch, they're just taking information. The two calls that said he was panhandling should have been handled with, "Standing on a public sidewalk, and panhandling are both legal. Was he doing something else that prompted your call?"
      The call saying he was jumping into traffic SHOULD have been responded to, because dispatch doesn't know if that's true. But upon investigation, the caller should be issued a citation for making a false police call.
      "No, I don't need to talk to anyone" = "Police might find out I lied. I just want the bad looking person thrown out of my view."
