They thought he was homeless, and was going to crash in their restroom. That’s why they called the cops. Office buildings open to the public will lock their bathrooms to keep the homeless from coming in and using the restrooms. Which means if you have business at the building but need to relieve yourself, you have to ask a receptionist or security guard for a key to go to the restroom.
The Chief immediately told Jeff that he needed to stay out of City Hall without actually speaking to the people at City Hall who called and conducting any kind of investigatory activity. That's shameless from any LEO, much less the Chief

No kidding, I have been charge and prosecuted due to people that made false reports for what reasons I don't know, every time this has occurred, the truth was found out and prosecutors/DA would immediately upon discovering the real facts decline to continue with the proceedings and drop everything, when I asked about charging those that made false statements etc. I was told that I should be grateful that I'm not in jail/prison and leave, I would think that judges would not tolerate such a waste of time and resources, but apparently this isn't the case, I actually had a judge tell me that if I appeared before him again, he would be sure that I would serve time because I obviously had done something to cause myself to be arrested and charged even though it was immediately after the case was dropped by the prosecution due to all of the accusers/witnesses committing perjury, I was/am amazed by the attitude of the law enforcement community
It WOULD'VE been terrific to see Jeff just ask them calmly who called the police and told them he was "disruptive" when he wasn't and they knew he wasn't? He would have had both his FIRST short, non-disruptive interaction with them on video and his SECOND short, non-disruptive interaction with them on video and him leaving right after asking them that question without being loud or hostile or threatening in any way. THEY wouldn't have been able to show anything to the cops showing Jeff causing a disturbance but Jeff would have had BOTH interactions (and how brief and calm they were) to show to the cops, PROOF of his innocence both times.
Responders should always talk the reporting party first to determine if there is any evidence. The call relayed by dispatch is hearsay until they make direct contact with a witness. They falsely assume that the "call" they got gives them any authority to direct you to do, or not do anything. I can't really consider this a "pass" when the city staff made a false report, and the chief tried to violate your rights on the basis of that report.

In a legally run police encounter, temporarily detaining the reported offender(s) is step one, then getting the story from the complainant, THEN applying the law, if the situation warrants it, to either ticket, trespass, or arrest. If they don't detain the reported offender, then they have no way to apply the law if the reported offender actually IS an offender. - Sadly, this situation runs wrong when you get cops who are lazy, aggressive, poorly trained, violent, or just plain stupid. Or some combination of those adjectives.

I believe there's federal case law that requires private businesses to allow the public to access not only restrooms but drinking water (might be state by state, not sure). How come that doesn't apply to literally public buildings?

The biggest issue with law enforcement is they believe their word is law. Once they are called out on it, they either tuck their tail n leaves or they escalate. But they always make shit up as if it's truth

The police said Jeff was disruptive, maybe dispatch got it wrong but when cops asked the complaining party it didn't sound like they claimed he was disruptive. Also the chief said he can't be in front of city hall and "they" don't want you on their property. Once Jeff played his hand, showing that he knows where he can be, the cops said OK. As if suddenly their previous statement was bullshit to begin with

I'm retired law enforcement. We actually paid attention in the academy. It ticks me off when officers approach you being subjective instead of objective and treat you like youre guilty. If i had been there with you, i wouldn't have been so nice. I wouldn't let these women off the hook for lying, and for starters, would have told the officers I don't appreciate being talked to like a 2nd class citizen based on hearsay. I treated my community and residents with respect and to this day get cussed at because of the despicable way some police treat jeff. There are some good officers , just not enough.

that's what they're trained to do, get the person on the defensive before even confirming the allegations are remotely true, in the hopes they'll start running their mouth to defend themselves and incriminate somehow so they don't *HAVE* to get the complainant on the record.
In a legally run police encounter, temporarily detaining the reported offender(s) is step one, then getting the story from the complainant, THEN applying the law, if the situation warrants it, to either ticket, trespass, or arrest.
If they don't detain the reported offender, then they have no way to apply the law if the reported offender actually IS an offender.

I believe there's federal case law that requires private businesses to allow the public to access not only restrooms but drinking water (might be state by state, not sure). How come that doesn't apply to literally public buildings?

During the whole starbucks allowing just anyone access to their bathrooms debacle, there was a legal argument made that according to "42 U.S.C. §2000a (a)All persons shall be entitled to the full and equal enjoyment of the goods, services, facilities, privileges, advantages, and accommodations of any place of public accommodation..." the term "facilities" meant they had to provide access to restrooms and running water to anyone and everyone.

The biggest issue with law enforcement is they believe their word is law. Once they are called out on it, they either tuck their tail n leaves or they escalate. But they always make shit up as if it's truth

The police said Jeff was disruptive, maybe dispatch got it wrong but when cops asked the complaining party it didn't sound like they claimed he was disruptive. Also the chief said he can't be in front of city hall and "they" don't want you on their property. Once Jeff played his hand, showing that he knows where he can be, the cops said OK. As if suddenly their previous statement was bullshit to begin with

We will never really know how it got communicated to the officers unless we pull the 911 call. But unfortunately I've watched enough of these videos to know that if the cops can get away with it, they will do it.

If no public bathroom is available in city hall, then this town has broken the law. Alabama adopted the International Plumbing Code (IPC). The IPC requires public toilet rooms in all structures and tenant spaces intended for public utilization--the only exception being parking garages:
403.3 Required public toilet facilities.
Customers, patrons and visitors shall be provided with public toilet facilities in structures and tenant spaces intended for public utilization. The number of plumbing fixtures located within the required toilet facilities shall be provided in accordance with Section 403 for all users. Employees shall be provided with toilet facilities in all occupancies. Employee toilet facilities shall be either separate or combined employee and public toilet facilities.
Exception: Public toilet facilities shall not be required in open or enclosed parking garages. Toilet facilities shall not be required in parking garages where there are no parking attendants.
I'm retired law enforcement. We actually paid attention in the academy. It ticks me off when officers approach you being subjective instead of objective and treat you like youre guilty. If i had been there with you, i wouldn't have been so nice. I wouldn't let these women off the hook for lying, and for starters, would have told the officers I don't appreciate being talked to like a 2nd class citizen based on hearsay. I treated my community and residents with respect and to this day get cussed at because of the despicable way some police treat jeff. There are some good officers , just not enough.

There are many good officers. But the problem is the good don't weed out the bad. So when we are stopped or whatever we already go on the defense. What we need is qualified immunity taken away. When someone can hurt your bank account and not the city you work in one would rethink what they do. But I've seen many videos where the cops will say go ahead and sue, I don't care. Treat me with respect and you will be treated the same. That goes for anyone on this planet.
