It is still a great OS for weak notebooks. I have a Compaq Notebook with 2 x 1 GHz CPU. You can sit there for hours if you try Windows 10, and it's doing almost nothing. But it's good useable with this Windows 8.1 Professional Build 9600. You should disable updates, because it slows down the machine without finding any. It doesn't need any updates. It's good exactly in this state. I use Pandadome Antivirus, to stay up to date in this category.

StartAllBack could work for the taskbar and start menu
Startallback for taskbar, Open shell for start menu and Basicthemer2 for windows 7 basic theme. Aero theme is not possible.

You can try reinstall it again and see if it works
Nevermind, I deleted that virtual machine and created a new one with the same Windows 8.1 disk image file
