Great questions. Anybody who's isn't afraid of swimming in open water can do it. There are techniques that can be learned by anyone.
With a 7mm wetsuit, you can stay warm even in 40 degrees water.
If you want to learn, you can either join a spearfishing group, or start by taking "freediving" classes.
