IT'S A LIVING ANIMAL. A city isn't a place for them. You don't need to pull their mouth open to have control of them. You don't need all those straps, all you need is a simple bridle. If you're really that much of a horsemen and have real bond with your horses, use halters without bits. Here all I see is domination and violence. Sorry, but you are no horsemen.
