No doubt the result would've been different if the rule was actually enforced properly. It was an officiating issue but Scurry also should've known better than to take advantage of bad officiating, it's bad sportsmanship to knowingly break the rule so hard and hoping you won't get penalized.
That's like Hungary lost the world cup final to West Germany, then they have not been able to reach semifinal again, then to the point of not even qualifying to the world cup even though it was expanded to a total of 32 teams.

I am from Brazil and when I saw this I fully expected the ref to make the Chinese player take the penalty again. This happened even when I played on the streets in Brazil.
