It's just that with Urshifu, its a little bit easier to takedown. Can't really protect against it, I faced one and it went down within two hits of surging strikes.
The true answer for pokemon that fell off the most is Garganacl, it fell off so much people don't even mention it. I have not seen a single Garganacl ever since the DLC dropped and it makes sense considering its matchup without tera has never been worse with the new threats of Ogerpon-W, Garchomp, Ursaluna-B, Gliscor, Mamoswine and Kommo-O. Now more than ever you NEED to Tera your Garg and the state of OU rn is "if you're not Tera'ing your sweeper, you're actively throwing" or using your tera defensively to flip the interactions of a key turn. You can no longer tera a Pokemon defensively in a proactive way like you could pre-DLC with Pokémon like Garganacl or Skeledirge. Sweeper Garg also fell off cuz other Pokemon do its job a lot better.
I've seen ONE, and the funny thing is, you are completely right. They brought it in into Urshifu, and within 2 hits, it was down. They tried to stall with Protect but they completely forgot about Urshifu's ability. They even Tera'd Garganacl to Ghost Tera. Really didn't do much because it switched INTO the first hit.
I am glad that gamefreak nerfed the fuck out of toxapex. Gen 8 toxapex should have been banned but smogon were too stupid to see how unhealthy it was. There were barely any counters to it and forcing players to run the few counters that actually existed was the definition of overcentralizing. The only counters that somewhat worked were.....volcanion.....slowbro/slowking and...these are pretty much all. The physical attackers could be screwed over by scald and the other special attackers had to worry about whichever defensive core the opponent was running.

I feel like Heatran fell off because it always ran Tera Grass, making it too predictable. The opponent would have to just predict when it Teras, and hit it with an Ice, Bug, Poison, or Flying move it'd otherwise take little, if any, damage from. Heatran always ran Tera Grass because Flash Fire means it doesn't have to worry about Fire damage (and it gets a bonus to its STAB), it gains resistances to Water and Ground, the latter of which it's doubly weak to, and Tera Blast gives it STAB against Water and Ground-types. For some alternative Teras, here's what I'm thinking: -Fire: To double down on Magma Storm. -Steel: To double down on Flash Cannon. -Bug: To provide resistances to Fighting and Ground. -Flying: To provide a Fighting resist and a Ground immunity. -Ghost: Fighting immunity.
gliscor reached a level of dominance or high rank that if you remove the object or use fling, has something that landorus Therian never tube that is not Max Airstream as Flying Z, acrobat, the fact of having it as cover and responsible for crossing ah those pokemon that precisely landorus can not attack that is not by terablast, makes it can handle greattusk or with the classic toxic protect always, but that has that option, it leaves landorus without so many cartridges, don't get me wrong landorus is still a good iconic pokemon of OU, only the fact that now it has a mon with the same typing with more speed, more consistent way to defend on the physical side, with a decent mu to recover with its ability and the MU of acrobat/flying coverage makes landorus look a little more marguinado, especially when now its Movepool became poorer compared to Gen8.
