You've just described a feudal state. A modern government is meant to govern i.e. protect individual liberties from the tyranny of the many as well a provide a minimum level of living conditions and economic environment such that a society can function without people living in fear. And part of that protection being afforded is the requirement of a military, healthcare etc. all the things ancient Rome realised thousands of years ago.

The council has ordered a rebuild.
Meades is the love child of Elton John and Mel Smith.
