He'll practically be an old man when he gets out, if he serves the full 45 years. That's not an attempt at reforming him, it is taking the best years of his life in return for having shot this woman. I'm not here to dispute if that is a good or a bad thing, those are merely the facts. An attempt at reform would direct him to undertake a mandatory program of reform and demonstrate that he was making changes to his life, sentencing him to whatever confinement would permit him to undertake this and nothing else in his life until complete. You do not reform people by sending them to prisons full of the worst types. If he had fallen in with the wrong crowd before, he will now be exclusively in the company of bad people. Whether that's what he needs or not is not for me to judge. I don't know anything about it.
