Find a shim that fits your clamp, whether it’s scs or ihc

Yes it's bad but your bars won't snap its probably stuck and just needs a good pull or go to a scooter shop and get professionals to help u

A clamp shim won’t fit on oversized bars what I would do is grab some old Standerd bars if u have some grab or buy a shim and ride it like that until u can get it sorted out
