You can, but we would advise against it. If you only tighten two of the screws you might stress both the bar and the clamp in a more focused area, and that will put unnecessary strain on the parts and could cause them to break.

Hi. HIC is often used with bars that have a large inner diameter(32mm). It means you could use the oversize clamp in most cases.
