Draco isn't a villain he's a confused boy who has been manipulated by his father and peer pressured into being like him. Even if some people class him as a villain the fights between Harry and Draco are that of a childish rivalry and I don't believe that he should be placed on the list. Maybe he could be a honourable mention or something but I don't think he should be the number four spot.
I left a similar comment, tried to go into more detail about how it was Lucius' fault. I have a theory that when do by was freed Draco was the next smallest and defenseless one so he was abused. He was also raised to believe he had to have a sense of entitlement and act better than others, and was too young to understand the flaws in prejudice. His parents even let Voldemort invade the only home he ever knew and take over, and rather than die to protect him like the potters did, his parents offered him up as a new death eater before he even finished school.

This is my personal list for characters I hated most
5. *Fenir Greyback* - He was a follower of Voldemort, and wished to overthrow the ministry. Being a vicious werewolf, he infected Remus Lupin, killed Lavender Brown, scarred Bill Weasley (and many others) and eventually became a disgusting cannibal, even out of his werewolf form.
4. *Peter Pettigrew* - This man thought to be James and Lily’s friend, betrayed them, and is basically the reason of their deaths, later framing Sirius Black. He also ended up being crucial in Voldemort’s second rise to power.
3. *Bellatrix Lestrange* - Bellatrix is arguably Voldemort’s most loyal follower. She is responsible for Alice & Frank Longbottom become tortured into insanity. She also murdered Dobby and Sirius Black, tortured Hermione, and pretty much always acts like a deranged, mentally psychotic woman.
2. *Lord Voldemort* - Voldemort is the main antagonist of the series and is responsible for possibly several thousand deaths. He fights against the ministry and Dumbledore in the first and second Wizarding wars, and is incapable of feeling love, with a lust for power.
1. *UMBRIDGE* - For obvious reason, there is no need to explain why this DEMON is a the top of this list.

Dominykas Zakrys if anything they disliked Harry. There's a theory that they were so mean because they had long exposure to Harry who was a horcrux, like Harry, Hermonie and Ron were affected by the locket.
Actually the Dursleys caused emotional and mental abuse (being called a freak, being constantly punished and sleeping in a broom closet for 10 years falls in these catagories in my eyes) to Harry.
The irony is this, had they pushed Harry a bit further than the Dursleys would have caused Harry to probably turn into a Obscurial and being possesed by a Obscurus. Now that would have been a Power He Knows Not.

Draco isn't a true villain, he just had a really bad influence and only acted out of fear. He didn't deserve to be subject to that.
Still a Villian, just pitiable like Wormtail. Who also acted out of fear (just not good looking like Tom Felton). He still could have killed Katie Bell with that necklace, poisoned Ron and put Madam Rosmerta under the Imperius curse. Was semi-responsible for the death of Albus Dumbledore i.e he let all the Death Eaters into the school. He harassed and bullied Hermione, Harry and Ron for years as well as anyone he felt was beneath him. He had small redeeming moments, where he was too afraid to kill Harry himself or turn him in to Voldemort. But he still tried to thwart him in the room of requirement to get back his families honor. So again he was a Villian, teenaged wizard bigot at that. JK Rowling has said this herself. He may have changed his views since then, but yup. If Harry hadn't intervened he would have still gone to Azkaban for his crimes.

Tbh, i think draco wasn't evil or a bad person. He was a misunderstood boy since the first book/movie. He made bad choices because of his dad. He pushed those bad choices inro Draco. His dad told him that poor people were not good, that some wizarding families were better than others just because of not being pure blood. I actually loooove Draco 😇😇😇😄!!!!!

Audrey Kerney: He's not just a werewolf, he's a werewolf with a serious lust for blood even when he's not transformed, and he specifically targets children by waiting near their homes during full moon. He's clearly evil and utterly demented, and while one may have pity for many other werewolves, I think his actions make him one of the darkest characters in the series, right next to Umbridge, Lestrange and Voldemort himself.

When ever you have doubt on who's the most evil person in Harry Potter, just remember one thing.
Voldemort still had a soul to make horcruxes with.
In my opinion : The Dursleys are not the most evil but they're probably the most awful ways worse than Umbridge. If you read the books they always physically and mentally abuse Harry since he was a baby. For example Petunia make Harry always do a chores , Vernon always punished Harry , Dudley and Marge are always bullied Harry. They give a piece of shit for food to fed him like cold soup , etc. But the absolute terrible was Vernon , In the Fifty book Vernon almost strangled Harry because he knew that Harry has used magic. He also insulted to Weasley family in the Forth book. Vernon certainly make Bellatrix a friendlier person at least she was nice to Draco , Narcissa and other Slytherin characters and she's somewhat interesting character but for Vernon he only nice to Petunia , Dudley and Marge for other people and Harry he just very cruel and scumbag to them. Plus Petunia and Dudley have a little nice talk to Harry in seventh book or movie but Vernon wasn't. Man he's really suck character. But his actor in real life was really nice person , Same as Umbridge hate the character respect the actor/actress.
