The chameleon effect is theoretically useful in situations where there are multiple enemies and at different ranges. I picture a melee character in the bog near a crevice: the mob on the ground hits you, now the scorchbeast has a harder time finding you. I'll admit it's a very corner case, but there is a logic to it.

I just spent about 500. I got nothing good. The last time i tried this, i received a couple of items that i didnt need but i was able to sell them in my vending.

Keep forgetting to ask, if you learn legendary mods from scrapping PA will that also be able to be applied to regular armor?

Yes. Except Unyielding. Some effects like Mutant Slayer's, Troubleshooter's, etc would apply to any weapon or armor.
