It was pointed out on the forum that you can perform the same function using the "groups" in synfig. I didn't know that an used up a lot of time for nothing. lol.... well, being able to move the control ducks to anywhere you want is different I think.
The program is called Synfig animation studio and it is open source. I just looked and it does not do IK. There are no "bones" in this the same way as in FLASH. At least not yet. You should give it a try if you like animation.
Synfig is mostly developed in Linux. They don't seem to have ppa. I used this .deb synfig[DOT].org/cms/en/download/stable Yes. I've looked at blender before. For whatever reason I prefer 2d.
