When the contributor submits his data, the cube will still be editable for them right? So how can we prevent any data change in the cube after submission?

Short answer is yes the application can allow that to happen. In the settings of the cube you have ways to change the access level (read / write) on Role based security. You can also leverage the flexibility of TM1 to solve more complex real world work flow problems. For example, there could be multi-phases of the planning process. First phase, business manager of store A submits her data. From that point, she is able update her store As data, and able to view other stores data as read only. In the next phase, when a deadline may have passed and she is no longer able to adjust her data, unless she request special access from her manager to "re-open" her data for updates. Finally, there can be "Actualised Phase" where actuals data have actualised the planning versions and NO ONE can update them any more. A bit of a long answer, hopefully it helps.
