The problem is separation of infrastructure & operator. The German railways were once they envy of Europe, now that the EU Commission has broken up DB they're a national embarrassment.

All of their stopper trains are in abysmal condition, with absurd levels of dirtiness both inside and out, seats and interior panels literally falling apart, and they cost just as much as an intercity service along the same route of track.
