This can be done after creating the dash board in the report view and in model section, go to manage roles, create a role with some name, go to tables and selecting the table which you want to hide , go to table permissions then add filter to define filters , now go to home ,then view ,then roles, assign user by entering their mail id Now publish the dashboard on power BI service

For 7.22 question, the data is being imported into PBI system and not cloud or partial on cloud and some imported?
