Create a Sparkline with a Target Line

Sparklines are something that was introduced by Edward Tufte. There are super small charts that show data in a compact format. Excel give you the ability to create sparklines without too much trouble. But the problem is if you want to have a goal or target line in the sparkline. There's not settings to create that if you want to compare actual values versus a goal. BUT there is a workaround and it involves changes the axis settings.
