Yes, but realistically, only two sample rates were easily doable in a regular game, one being 7kHz taking basically no effort to do, and 16.2kHz using the scanline interrupt but this would make timing any parallax effects on the screen a bit trickier.
Wavetables can use some variation throughout the song (especially on the bass, since you've only ever assign it one volume value as it seems). Good cover though

It's really amazing how close wavetable can come to FM. Also, you probably already know this, but the Turbo can use samples, too.
The PC Engine can also use them via it's Direct D/A mode.

By the way, it also has 32k of RAM (instead of 16k.)
