It is just voice over for narration, what about dubbing the voice of one of the characters in sync, originally in another language?

Hello!!
Absolutely, you can record voice in perfect sync with anything! You can use RTL for dubbing a language, replacing dialog with lip sync, etc. The concept is the same, the process is the same and all what changes is what you are recording.
If you are dubbing a movie or a video in a different language, it is the same process. The actor gets the RTL file and then the engineer control the actors video playback. The actor does what they do in sync to that playback (announce, dub a different language replace lines ADR, etc..) and it's all in perfect sync.
