According to google, the biggest production engine '65 was 440 cu in (7.2L). 9 liters is about 550 cid. After looking around a bit, 9 is bigger than any mass produced production engine. Bugatti's type 41 used a 775 cid (12.7 L) but only 6 were made. The Dodge Viper was way up there at 8.3-8.4 L (506-512) while GM seemed to top out in 1970 with the cadillac 500 (8.2). But by that point in history, I'm sure there would have been a few Bonneville salt flat cars built around the Rolls Royce Merlin (27 L v12 probably best known for powering the P-51 Mustang and Mk24 Spitfire fighters, and quadrupled up in the Avro Lancaster.
Fun Fact: The world's first turbocharged engine was actually in the Messerschmidt Bf-109 A of 1940. It was known as the Daimler Benz 601A which produced a mind blowing 1400hp on takeoff. The Engine was 23L in displacement (provide a pilots manual, not a Wikipedia page, to politely correct me).
In beamng it definitely does. If you take a covet or something and run it to top speed, then take off the doors, interior, windows, etc, it can go severally mph faster.

In the 1930’s acutely the Cadillac series 452 had a V16 in it so there probably was a car in the 60’s with a V16. Edit:and yes it was a production car
