i use one of those lifts everyday hanging pipe in a parking garage, we get garbage rentals, that dont work very well, but its much better than working off a ladder

fall protection is required even at ground level when moving the scissor lift. Railings mean nothing if it is tipping over. You may not like it but thats the law. Section 85 of the Regulation for Industrial Establishments (Reg. 851) When a worker is in an elevated work platform (such as a scissor lift) that is more than three metres above ground they must be protected from falling. Assuming the lift is secured from moving, then the guard rails of the lift would prevent the worker from falling. However, when the lift is moving there is a risk that a worker could be ejected regardless of the height of the guard rail, and thus needs to be protected from falling. The employer should require workers wear fall protection as a reasonable precaution to protect the worker from a hazard, as per clause 25(2)(h) of the OHSA. In addition, it would be expected that employers are aware of and observing the manufacturer’s instructions for the scissor lift, which could include a worker wearing fall protection.

Personally I wouldn’t want to wear a harness because if it tips over, you just built a human catapult and you will probably get squished.. that’s just me though.
