I think it's because China and Chinese companies (more or less the same thing lmao) invest heavily in infrastructure projects in developing countries with the hope that China will be able to maintain some amount of influence there in the future. The amount of appreciation people get for even attempting their language shows. I took like 3 or 4 french classes in high school and went to france and brushed up a bit before i went.
