Quick question begin trying to do the same thing. I have an iPhone 6. In order to be able to use phone as iPod do I have to download music to phone through Apple Music, Spotify etc and then just have stored so if I don’t have WiFi access I can still listen to my music? Thanks
In case this helps... I had a carrier locked phone (T-Mobile) without a T-Mobile sim card (bought it off ebay). I wanted to use it as an iPod but couldn't get past the sim activation (All I had was AT&T sim cards). I was able to buy a Simple Mobile sim card for $1.00 at target (it had no minutes and required online activation for the data/phone to work). The simple mobile sim (which is powered by T-mobile) allowed me to get past the sim activation screen and then use it as an iPod. Hope this helps anyone in the same situation I was in. (My phone did not have an unlocked iCloud account)

same lol except it's 32 gb but my spotify library is 17gb and i have nothing else other than system files so it should be fine

If you don't have spotify premium, then you can't listen to it offline, I'm not sure about apple music though

Yes, you need a sim card to activate the phone. You can get one for like 1 dollar at the store
