Fallout: New Vegas is probably the best one to start out with
Definitely FNV! I have been meaning to go back now and replay 3, NV, and 4 after watching the TV show.
fallout 1 and 2 are pretty much indie games
New Vegas is somewhere in between, by most people seen as the best
3, 4 and 76 are AAA games. I think 4 was pretty well liked. 76 wasn't at all at launch, but i'm not sure if with updates it's been seen as better.
As part of your "game journey' or whatever you want to call it, I do think it could be worth looking at influential games from the past, and I think some Bethesda properties definitely fall under that.
4 was likes by non fallout players at 1st because It gave you all the fun toys and shit. Nowadays 4 is regarded as a mediocre entry at best.

Regarding fallout game: I haven’t played them, but I’ve heard great things about New Vegas if you want one of the 3D games, or Fallout (1 or 2, I forget which one) if you want the most encapsulated narrative experience.
In terms of general game recommendations, I would first say “A Story About My Uncle”, (a short, story-heavy grapple-based platformer) and then “Hand of Fate” (a Tarot themed roguelike action combat)
I think boomie would like Fallout New Vegas the most. It's one where people either love it or hate it, but I think Baumi would appreciate it. To me, the other ones just kinda feel like shiney toys, where new vegas has that extra something special. That being said, I still put at 50-50 that Baumi will either enjoy it or hate it
I had the best experience with fallout 3. I recommend starting there. Something you could enjoy, even though it is a triple A game, it is the fact that it is an old game with a very dedicated mod community. It has endless mods and you can go crazy with them.

Based on your description playing 1 or 2 could be our best bet because they were smaller games in comparison to the “modern”ones you might like them better
New Vegas is my preference, but I think 1 and 2 might be more right up your alley as CRPG's, NV is an RPG shooter, and mostly I take into account how you feel about shooters.
I think lv5 luck and endurance in general look every strong!

what would you think if neutral items went back to not having a neutral slot, so you were forced to decide between them and other items?

Unfortunately its the Bethesda special: all games are nearly unplayable unless you get the unofficial modded patch. Sometimes I wonder why we even put up with it.
NGL i was dissapointed. i thought there is gonna be actual new stats and there are gonna be hero with primary stats like.
perception as their primary stats, maybe like sniper or muerta
endurance maybe like tide or huskar
charisma, could be enchantress,chen, omniknight,queen of pain.
luck, could be pangolier, ogre magi, phantom lancer, etc

If you will only ever play one fallout game, make it Fallout: New Vegas. It's an incredible narrative experience and has very good replayability. Nuff said.

Neutral items exactly do it's purpose to cut the game, there was a match 3 hours game long, the last 2 hours just waiting both side to inisiate who ever come first one of their member got killed and somehow both side had some kind a truce then we just wait the fallen to respawn then the cycle continue, it's just wasting time

For gameplay fo4 is the "best". For story i like new vegas, fo3 is better than 4 but lacking on gameplay, fo1 and 2 are isometric rpgs. For the best experience though, play fallout: brotherhood of steel or fallout 76
FO3 and New vegas are essentially the same mechanics wise
Okay, i get why you believe that both are important, but you're forgetting an important factor, which is time period? New vegas was a much older game and therefore the engine and therefore some mechanics are just older and not as good as the new stuff. So i don't get this little rant about both of them being important without taking into consideration the limitations during the time.
I mean he is not particullary ranting about Fallout. But ranting about the general concensus that some people have about having Gameplay and Story/Narrative separately. And honestly that's something I strongly share! People really need to stop seeing this things separately.
That said, it doesn't matter the time period of a game. The are Games with insanely good gameplay in all time periods.

Yeah gonna stop you on the "nice execution" part in regards to Bethesda games. They are definitely not nice execution, heck even all their rereleases of old games still have bugs and oversights that basically need mods to fix them that they had on initial launch of said games. Thing that made them popular is just the exploritory and make your own adventure nature most of their games have (outside starfield and fallout 76 those are meh at best), the worlds in the games have stuff to do and get side tracked in all over the place and a variety of ways to grow your character. Some games also have multiple ways to go about quests or problems you encounter.
The first couple elder scroll games would probably be up your alley as far as artistic nature (fallout 1&2 as well but they were made before bethesda got the IP and are a different game genre all together), fallout new vegas is also considered pretty high up there but wasn't made by the bethesda team and to my knowledge doesn't run well in the current year without some mod support.
That all said I personally can't say I ever really saw most bethesda games as being big AAA games, they all have a consistent jank to them that doesn't really feel high budget and other than their 2 most recent endeavors most of their games feel like they have some passion behind them.
Whether you like the genres though is a completely different conversation and is completely fair to skip them if you don't enjoy their genres/styles.
