Back in the early 80's when I was going through electronics training in the Navy I had an instructor describe insulators and conductors. His example was water , An example of a excellent insulator is Water in its PURE form it does not conduct electricity and it bleeds off energy (Heat). An example of an excellent conductor is Water the impurities in water conduct electricity and also heat the higher the type and amount of impurities the more conductive it is. So having water on your board wont necessarily cause a short however it improves the chance of a short due to the impurities. It can affect capacitance also so while you may not get a direct short the capacitance of the water based on the impurity level could cause the voltage to where it is touching to change.
