I believe there is much content in Pokemon series that is based on Japanese mythology which is sometimes creepy as hell. But the developers decided to hide these references so that the games themselves do not appear to be spooky for children that are the core of their target audience.
She's based off a nordic ice princess! The princess looked a lot like Jynx with the big lips and big yellowish hair. The princess' skin had turned pitch black due to the blistering cold she lived in. Same with the underside of the feet being darker, since she was barefoot and stood on freezing cold ice.

Apparently, her appearance matches Jynx's and those who celebrate this… cult or legend, often paint their faces black or darken it as much as possible and bleach their hair. Jynx's pokédex entry match Yamamba as well.
