The HAYLOU RS4 Plus comes with an AMOLED display, which makes it more expensive compared to the Redmi Watch 3 Active. Both of these watches lack built-in GPS. But I could probably shell out a bit more to have a smartwatch with both AMOLED display and built-in GPS, like the Redmi Watch 3.

how can i put sound on this watch and make it sound
It has speaker for sounds like alarms and notif, but if your trying to play music, you're only able to control your music played on your phone using the watch, where you can pause, play, go to the next song, and even control the volume. Hope this helps.

2. Make sure Bluetooth is enabled.
3. Update to latest OS version. Update companion app to latest version.
4. If watch has been previously paired, try unpairing and/or doing factory rest on your watch.
5. Try to add the device again (via App).

You're basically comparing two watches with their GPS capabilities. I'd say, it depends if you want a newer watch released in 2023 with improved design and more stable and reliable Bluetooth connectivity but without GPS capabilities, and comes at a lower price or an older watch from 2021 with GPS with higher price, although the "updated" price diff in the market is not that significant. Stressing the year released also take into consideration Xiaomi support for updates; as they can end support for older ones in favor of new ones :) Thus, if you're buying smart devices, it's a good idea to include in the list of your options newer ones.

If you have extra cash to spare, I recommend the Redmi Watch 3 for the AMOLED display, built-in GPS, better design; but this watch for its price, has great value for money also. :)

Haven't reviewed the latter, I think the decision all boils down to whether you like a bigger but LCD only display or smaller but AMOLED display. The Redmi Watch 3 Active can be likened to a fitness tracker trying to act like a smartwatch. Just my honest thoughts.
