Hoyo is the pioneer of putting memes and references in their games, like way back in Honkai 3rd and before Genshin even came out.
In fact, a lot of their character designs and the choice of Japanese VA are references to anime and memes. At least in my 3 years of playing Honkai (CN), every event mini-game and its plot is filled to the brim with internet slangs, memes and anime references 😂

I think the artist for the spinning Herta is Seseren, who's famous for their art in gacha games, most prominently in Azur Lane. They made the Ayanami excreting missiles (iykwim) just to name one of their various funny art on gacha games.
