It seems kinda redundant, but most pressure washers actually can't pull water in. They have to be fed with an adequate GPM source. Professional tier power washers can pull their own water but are an expensive. Go buy a cheap water pump and wire/plumb it in.
The bib adapter is the same diameter as the hole on the bottom if tied the string around it he would have to untie it inside the drum. Brass fitting is small and comes out easily through the bottom then feed the bib adapter and it just glides through. Kinda simple but I guess some people need everything explained.
your local city water district usually sells water to the public. reach out to your area and find out. also you can just buy some clock time at a car wash and fill up your tank or fill water from home using a DI filter that way you can have filtered water. water is very accessible

Because it’s not self-pumping, unlike an Active 2.0 for example
I have a an active 2.0. It does NOT have internal pump to pull water. It requires about 4 gpm.

He used it as a weight to get the string to the hole and make a guide for the bung to follow
