Eagle Industries made the actual vest used by SEALs at the time. PanTac is the cheaper option the film used because they dont buy actual military gear (due to price). For airsofting PanTac or Condor will work fine.
That's a good question. Well, it is an option so I can only assume it is preference. Perhaps the (H) harness style is easier to put on and off. I tried both and I find the (X) config more comfortable.

You can get a back for it. I own this RRV and i have a back on it. It can be removed and you can use just the straps.

I'm colour blind so I really can't tell the difference between the army green colours. Just one less thing to worry about when assembling the kit
