How to repair Digital Multimeter

I also have one more meter it shows only 9.88 as soon as we take it on DC without any connection. Please explain the solution.

Code Value of R9 is 3900 means 390 Ohms.

why some resistor loss their values while it was checked on board
if i took it off n measure those resistor ..they have normal values
the numbers are going erratically on display
i am eonderng there are some defective transistor or IC
