There are rules against most things but generally if it is on your land and nobody else is effected then it is OK to DIY in most council areas. I have certainly dug up and replaced sewage pipes in the eternal battle against tree roots. Plastic pipes are best because they don't leak.

😂yep always ends up with more issues. Even in Melbourne I had issues with pipes, neighbours Bamboo got into main through joint with no glue. $$$$$$ 🧘♀️ I found in Pangasinan they forgot to put in a vent pipe and under basins used a flexible expanding hose as the drain. Great scenic video.🫡

A nice thing about living in tropical areas is you don't have to dig very far to access where the water pipes are. We had to have the water pipe at my parent's house repaired last winter. I'm quite sure it was at least a meter underground, probably more. We live in Colorado, USA. We didn't do the work, but had a professional do it. Was around $4000 US to do it (expensive).
