Artistically, it is subjective. Ability-wise, Paul is better. Nuno is in good company-- not many humans on this earth don't fall in that category!

We won, we're lucky to be alive in an era so full of talent. I used to think music was a competition, then i realized it is to translate your soul into an instrument. This two guys do it really well.
Nuno: killer chops, very funky, great rhythm player and some great tunes with Extreme. Paul: very fast, technically brilliant, but I am not a fan of most of his music and Nuno is the better vocalist. Paul has some very cheesy and weird tunes. Some great ones too though. They are vastly different so it is just a matter of preference and taste. I prefer Nuno.
I love, both, their playing styles but I'm more of a Nuno Bettencourt aficionado, if you will. It's more bubbly IMO. Paul Gilbert is, on his own, another great morsel for the tastebuds.
I love Nuno's rhythm playing, shame we don't hear any of that, his 'groove' is just incredible! I'd give PG the edge in lead playing but as an all-round in your face monster guitar player Nuno has no equal in my eyes.

Or to put it another way; I can play quite a few Extreme songs, I know where my fingers go and I can get them there fast enough but (and here's the thing) can I play it like Nuno? Answer - no, not really lol! It's all in the fingers and the feel :-)
They are both great guitar players, and comparing guitarists is often futile, but Nuno is not close to being as technically proficient as Paul, and if you like speed and shred, Paul is on another level compared to almost everybody. The What a Fool Believes cover he does is insanity. 🤘🏽
Nuno, hands down. I had not heard Nuno for many many years until about an hour ago when I re-listened to Midnight Express. I had thought Paul Gilbert was one of the best technical player but not after seeing this comparison.

They are both very percussive players. They are both technically out of this world. However, Bettencourt is by far a more melodic player and a bit more "clever" in his choice of what to play and how to play it. He has a very unique style and approach. Gilbert, on the other hand, is a more "balls out" shredder who can pack an insane number of notes into a single measure. Bettencourt can likewise do the same, but, his choice of notes are more melodic. Point in fact, compare Bettencourt's 'Flight of the Wounded Bumblebee" to Gilbert's "Scarified." They both are astonishing examples of extraordinary technique. But, Bettencourt's Bumblebee is far more melodic. At the end, they are two different players with two different sounds and ungodly technique and ability.
We won for getting to hear two incredible guitarists!
