Some advice: the AI won’t attack high level forts. The most you would want to do if you want to actually fight is 5, and that’s on a tile that has a few directions. Also, another dumb thing about this game: superior firepower is a better defensive doctrine than the “defensive” doctrine, grand battleplan, as the divisions die so fast they can’t hurt you. That is, if you have good divisions

You can set a bunch of paradrop orders of 1 division on the same state. This will mean the transport planes go back and forth to bring each division 1 by 1.
Same thing if you want your paratroopers to go to different states as well
