The dial is called a potentiometer (a electronic resister that controls electronic flow of power) used to to make precise adjustments.

So does this unit detect boost like a Hobbs Switch and start to spray once boost is noticed?
There's no vacuum port, so does it tie into the maf to detect boost then turn on?

No, it can be set based on RPM, but it's more like a OE style sprayer just with the ability to set how long the unit will activate the sprayer for.
